A fairly quiet year

AGM report by NLCA Licensing Coordinators, 2011/12

Thankfully the past year has been reasonably quiet, with only a few Licensing Panel Hearings to attend. As predicted last year, Sainsbury's Local on North Street appealed to the Magistrates against the Council’s refusal to grant them an off licence. They had a high powered legal team from London to represent them but we are pleased to report that they lost the appeal in July 2011.

Cumulative Impact Area

At the beginning of this year 2012 the Council voted for the North Laine area to be included in the Cumulative Impact Area (CIA). This means it will much harder for new licences to be granted.

Changes to existing Licensing Act?

As we write, the Government is consulting various bodies, including the NLCA, on introducing new changes to the existing Licensing Act. Early Morning Restriction Orders (EMROs) and Late Night Levy (LNL) are being proposed. We are due to meet Councillor Lizzie Deane, Chair of Licensing, to discuss the implications of these proposals and we will present our response at the next NLCA meeting.

Licensing Strategy Group

Roy continues to represent the NLCA at the Council-led Licensing Strategy Group’s quarterly meetings, where issues are discussed with the Business Crime Reduction Partnership, East Sussex Fire Service, Sussex Police (Licensing), security operators, pub trade representatives and other town centre LAT (Local Action Team) representatives.

New licence applications

Applications for new licences appear on the Council’s website on a weekly basis. They are also placed on the NLCA website on a regular basis and we welcome residents’ comments.
